Joffe says that every ten years or so, people predict that America is in decline.  He says it has been going on since Sputnik in the 1950s.  We are in another such period right now.

But he says that it does not make sense to argue that the United States is in danger of being supplanted as the major power in the world.  Instead, he says we are the "default power."  We are always going to be there because there is no other choice.

He says that only we have the combination of power and moral authority to be seen as a world leader in a variety of areas.  Only we can influence the world in ways that will make it better.
