log(base 8) (3x + 1) + 16 = 18

`log_8 (3x+1)+16=18`

`log_8 (3x+1)=18-16`

`log_8 (3x+1)=2`

`because`

`log_a x=y =>a^y=x`

`therefore`

`8^2=3x+1`

`64-1=3x`

`3x=63`

`x=21`

Thus answer is x=21
