Well, it blends both, but it is more Orwellian.(Good question, by the way.) Relatively little is done at present to preprogram Americans to think a certain way before birth (at least by the government), and there is no genetic or prenatal tampering to create formalized classes, for example, and these are the sort of things that shape the structure of the society in Brave New World. However, a lot of surveillance, Newspeak, and official enemies talk has been deployed, which is foundational for 1984's society. (I would say, though, that the surface texture of our world is closer to Huxley's, with the emphasis on entertainment.)
