The entire game is an elaborate set up. Mr. Westing invites the players and sets up the game all the while wearing a costume and becoming a person every "player" trusts and talks with daily. He does this to ferret out the "players" who don't really care about him, but only want the money. He is looking and listening to see who is clever enough to figure it out...all the clues and all four of his identities--all of which represent the four directions of a map.
It's a quick read. Brew a cup of tea and enjoy it one afternoon.
