I recently left a company that has a subcontract to support a government client.  I was verbally offered a subcontract and was told that I needed to be fully registered and insured in order to get the contract.  Now that I have spend a fair amount of money to comply, they are "on hold".  Is there an ethical issue for me if I want to approach the prime contractor and get a subcontract through them rather than my old company?
