The rate at which x increases is 13. As x = f(t), f'(t) = 13

f(t) = `int f'(t) dt`

=> `int 13 dt`

=> 13t + C

The value of x at t = 4 is 13

=> 13 = 13*4 + C

=> 13 = 52 + C

=> C = -39

The function x = f(t) = 13*t - 39.
