I would approach this through the lens of evaluation and analysis which are both higher level
For instance you could give them examples of poorly written letters and well written letters and have them evaluate and analyze why they are poorly written or well written.

What's bad about it? (Analyzing)
How could we fix it? (Applying and Evaluating)
