Of course, your thesis statement is going to depend heavily on the argument that you plan to make. Since I don't know what your main point or points will be, it's hard to know what sort of a thesis statement to suggest.
If I were writing this essay and taking the side you are, my thesis statement would be something like this:
"Health care in America is extremely expensive. Many Americans have a hard time affording health care and many businesses are unable to provide it for their employees. Given that medical care costs so much, it is wrong for taxpayers to pay the cost of providing health insurance to illegal immigrants."

Bearing that in mind, offering health care coverage for those who have entered illegally does not show a sense of institutional courage in stopping the problem, and hence should not be undertaken. In making the focus of the essay on how illegal immigration cannot be encouraged, there is a new dimension offered for it links governmental action with effectiveness. I would like to suggest that as you conduct your research with the topic, especially online, you keep in mind that there might have to be some scholastic filtering that happens with this topic.
