You may charge a tandem multiunit building for water and sewer only if there are separate use meters for each water line to each unit and then the sewer usage is a separate entity even though it's on the same bill is paid to the city generally not to the water district and on that one you'd have to do some math and it would require proof of usage of water to justify the sewer charge. Long story short, it's easier just to include water and sewer in the multifamily rent

I should add to my previous answer that if it is provided in the lease that the tenant pay a certain percentage of the landlords water/sewer bill the tenants.but that is extremely unusual, not to mention unethical
