I'm not sure what you mean by "initial incident." The book opens with a soliloquy by Sheriff Ed Tom Bell that reflects on a young man who went (without remorse) to the gas chamber for murder. Basically, the sheriff is reflecting on evil in society. There is an extensive study guide for the book here, including a plot summary, on enotes:
