One motif behind The Hunger Games is the idea of injustice. The citizens of Panem are being punished for something that happened over 74 years ago. The games are designed to keep the people in line and force them into submission. The citizens of the capital live plush, exotic lives while the citizens of the districts literally starve to death in the streets. It is a dark commentary on the corruption and injustice of a government struggling to control rather than lead its people.
