How would you explain that "centre of paralysis" with "Araby" and "Eveline" in Dubliners ?

Joyce once said that in Dubliners he intended "to write a chapter of the moral history" of Ireland, because Dublin seemed to him to be at the "centre of paralysis." How would you explain that on the basis of two short stories, "Araby" and "Eveline"? You must not fail to relate the boy’s experience in ‘Araby’ and Eveline’s in ‘
Eveline’ in your answer.
