If you want to avoid the passive voice (which is often used in debate resolutions) you could simply rephrase it as "We (or one) should challenge the status quo." The point is that "rocking the boat" is a term used to describe upsetting the status quo, or challenging the way things are. This would provide a position that could be defended or rejected in a sophisticated way.
