Fractions are division problems.

7/1 = 7

14/2 = 7

21/3 = 7

28/4 = 7

etc...

Since the fraction must have a denominator of 3, the numerator must be 21 in order for the fraction to equal 7.

21/3 means "21 divided 3", which equals 7.
