How did the Magna Carta and the English Bill of Rights lay the groundwork for the Virginia House of Burgesses?

The Magna Carta was issued in 1215 in an effort to claim the rights of citizens over the king (at the time King John), it permitted a Council whose allegiance or purpose was to the state and not the monarch.  In this way, the VA House of Burgesses was created to be an assembly of peoples with the purpose of maintaining legislative order in the colony.  The English Bill of Rights reinforced the need of the consent of the people, which in essence what a "Burgess" is (Burgess means representative).   It reinforced the need of a representative legislative body which was broken up by regions.
