I am not a lawyer, but I am probably correct to say when a State Legislature drafts criminal laws, the Judiciary Committee seeks out professionals to give advice and consulation.
These may be Criminologist's, Police officer's, Sociologist's, etc., any person in a social science or law enforcement profession.
If every Sheriff in the state, for example, was against a proposed criminal law, the Committee/full legislature may retract it.
