In the history of USA and Europe, is there any significant event where people were publicly acting on the basis of the Ten Commandments? In other words, I need examples where they were saying that this and this action were done in the name of particular Commandment or all Ten Commandments?

This is a little tricky since from the 1700s onward, Western thinkers have made an effort to separate Western ideology (thinking foundational to legal and moral constructs) from religious authority, and the Ten Commandments represent the height of Christian religious authority. Recent ambiguous US examples are the rhetoric of Ronald Reagan and George W. Bush when talking about "evil" powers and enemies.
