I assume that you are asking about California's living conditions in general and not those of Native Americans in California.

There are many reasons why living conditions in California have become a concern.  One very important reason is the fact that California's government has become somewhat dysfunctional.  The state of California has gotten itself into serious budget difficulties.  Some of this is due to anti-tax initiatives such as Proposition 13.  This type of intiative has meant that the state has had much less money to spend than it might have.  At the same time, there has been little political will for cutting spending.  This is exacerbated by intiatives that pass from time to time requiring the state to spend on certain things.

This set of governmental problems is just one reason that California's living conditions are getting worse, with things like cuts in the higher education budget endangering the University of California system.
