Given what you know about how Congress works and how a bill is passed, what do you think the likelihood of sucess will be for President Obama to implement his agenda?

There is essentially no chance that the President will be able to get his agenda passed this year. That is partly because of the fact that this is an election year and everyone will be trying to make the other party look bad. With regard to Congress, the reason that his agenda will not pass is that Republicans control the House and have enough votes in the Senate to maintain any filibuster they like. With these two things being the case, there is no way any important part of the President's agenda will pass unless the Republicans like it.
