You need to remember what is formula of mean for a binomial distribution such that:

`mu = n*p`

The problem provides the values for n and p, hence, you need to substitute 40 for n and `3/5`  for p in formula of mean such that:

`mu = 40*(3/5)`

`mu = 8*3 =gt mu = 24`

Hence, evaluating the mean for given binomial distribution yields `mu = 24.`
