explain how it is possible for liver cells to deliver these proteins into the blood stream?

The process of exocytosis allows cells to direct excretion. Since the liver cells want to deliver proteins to the bloodstream, they can use the process of exocytosis to excrete the proteins into the blood, thus directing where the protein goes.
