The first example in the question is very bad because of the position of the word "if."

My suggestion is:

1. Please tell me whether or not you are coming.

It could even be simpler:

1. Please tell me whether you are coming.

The second example in the question is not too bad but it contains too many words and has improper syntax.

My suggestion is:

2. Tom needs to know your address.

The third example is too wordy and has poor syntax.

My suggestion is:

3. Make sure to tell the teacher whatever you do not understand.
