Does company have a potential legal duty to inform workers that there will be layoffs?

Only if there is a law that mandates it, search the federal WARN Act for one.
Another issue may arise if a contract is in place or a collective bargaining agreement that has a layoff/temination clause outlining such, then it is binding just as a law is.
