Yes, basic sociology does emphasize change.  Sociology is particularly concerned with how society changes over time.  In fact, sociology has three models to explain change: the evolutionary model, functionalist theory, and conflict theory.  The evolutionary model says that society continually advances - what this means is that we are more sophisticated in the way we live than our forefathers.  Functionalist theory believes that society maintains itself.  This is to say that changes in society occur so that the society remains balanced.  Finally, conflict theory says that power is important in determining social order.  This means that individuals who are elite (have power and money) will remain in charge.
