You could use paper mache and pipe cleaners. Using the pipe cleaners, bend them and knot them to make a wire frame for the brain to give it shape and then use newspapers and paper mache to cover it and make it look smooth. If you can’t quite get the proper bumps and groves of the brain, you can wait until the base is dry and then add on small wads of the paper to add more surface area to where they need to be. Then you could take some pinkish-beige paint (the color of the brain) and paint over it so it looks more like a brain than a wad of wet paper. If you need to label the brain, you can wait till everything is dry and then take a thin paintbrush and black paint to map out the different areas and label them. Permanent marker could also be used but since you would already be using paint I thought it would look better to be consistent.
