To what level of students are you referring? The reading and comprehension level of your group will affect the method to be used, given that different methods may be more or less effective for different students' learning styles.
For most purposes, students might want to start reading a passage by skimming, noting any headings or section titles that might help to organize the information. Students could also, during this first exposure, take note of any vocabulary they need to define and understand before making a more in-depth reading. Labels under illustrations could also be helpful in setting the students' mindset for further learning.
