I think I can help you if you can find quotes and references in your article to similar ones I have studied. Look for mentions of testing, evidence or empirical references. Carl Rogers is mostly known for initiating the work on the importance of the client relationship, and even nowadays, in psycotherapy it is regarded as vital to base this relationship upon evidence. Even in cases where no improvement or forward progress seems possible, it is deemed important to collect as much background evidence as possible in order to help the patient.

This is highly charged and challenging work because there need to be certain conditions existing in order for therapeutic change to occur. Carl Rogers believed that we should test our theories in order to find out more about why they work well, when they do. Nowadays, therapists accept the need for some clinical interventions as well, and there are many new techniques being trialled. These days careful notes and observations are kept and therapists liase with other to pass these around and onwards with clients in order to keep the evidence fresh for the most effective interventions to be tried with patients. Good information sharing and evidence gathering by professionals is key to helping suffering patients.
