Your teacher is trying to help you make your writing style more academic and professional by varying your sentence structure. Using questions in essays to make them more "interesting" is a trap many students fall into in grade school and middle school.

The best way to go about completing this exercise is to determine the subject and reconstruct the sentence based upon the subject you have found. While I won't do your homework examples for you, let's look at a sentence construction that is similar.

Is the story factual or fictional? It can be difficult to discern.

The "it" in the second sentence is the subject of the sentnece. The subject of the sentence is the answer to the question. The way I would reconstruct the sentence according to the instructions you provided is:

It can be difficult to discern whether the story is factual or fictional.

This makes "it" more clearly the subject of the sentence, and combines the sentences by placing the second in front of the other.
