Can someone help me understand with to do or how to start this paper? I need it A.S.A.P.

In the memo-type document, be sure that the supervisors understand how resulting behaviors are different according to the approach taken: different approaches to performance review, rewards, feedback, and coaching for performance improvement provides different outcomes. Illustrate your ideas and information with examples of how frequent feedback and recognition can be delivered. Be sure to include a justification, time frame, and how the results will be evaluated.

By definition, memos should be rather short, so I would use bullet points and add in citations, links and additional information that can be accessed. Too much information (other that a few pertinent examples) means that the person on the receiving end will not read the document.

You need to make your purpose clear. Present the problem, solutions with brief examples, and a closing statement.

For example: Performance reviews should always begin and end on a positive note. Give an example of one that follows that format while another does not. Benchmarks are a vital part of any review or performance plan.

Rewards that are monetary in nature ($100 cash) are soon forgotten. Rewards that are material in nature (a vacation for two or gift card) are remembered for a much longer period of time and the memory of how it was achieved will be present to encourage continued good performance.

Feedback is also vital to the success of any business. A common error in the current market is to ignore the feedback of the employees to focus solely on the bottom line. That is a huge mistake and many companies are seeing the results of that error.

Above all be sure to provide resolutions to the potential problems as it is pointless to point out what's wrong but not give any answers of solutions.
