Never until the mankind making Bird beast and flower Fathering and all humbling darkness Tells with silence the last light breaking And the still hour Is come of the sea tumbling in harness

This is purely my interpretation, line by line, and I hope this helps...
Never in history, before man existed
Before bird, beast, or flower
Before fathering, and darkness being of a safe place
Can it be said/told with calmness and the last moment of light before evil existed
Time slowed (metaphorically)
When the evil was unleashed (sea tumbling in harness)
It is a preface to the rest of the poem...b/c only in these circumstances would a child die from such horrific circumstances, and the speaker of the poem is refusing to believe that something like this could actually happen in real life.
