The answer would be "yes". We get a lot of foreshadowing at the end of Chapter 2, when the car is mentioned and we, as readers, almost can figure it out what is going to happen next. As Mary and Hannah wait for the news, we also await as readers for the news. The tension built during that part is what contributes to the climatic element of this specific part of the story, immediately followed by the news of Jay's death from a car accident which threw him out of the car. Aside from other moments in the story when tension builds, I would suggest the news of the death of Jay to be the most tense moment in the story as a whole.
