I would consider Captain Torres to be a man of imagination because of his persona and actions throughout the story. A "man of imagination" is someone who seems to be 2D, someone who is confident in their actions and presents a very well put together persona who is often imagined but very rarely found in real life. Captain Torres is a bold arrogant man with much power. His capability and savagery in dealing with the rebels further enhances his persona as a 2 dimensional villain. Most villains that people would imagine would probably very closely resemble Captain Torres, hence why he is a man of imagination.
