Search such terms as; Public employee + workplace privacy; and see what comes up and or consult your union rep.

The 4th AM is not thrown out the constitutional door simply because you are at work. The question is then, do you have an "expectation of privacy" when you are speaking in a NON private area, a breakroom as opposed to a bathroom.
