In act 4 scene 3 the doctor comes to talk about the King of England...what importance does this have in the story??

When the doctor arrives, he refers to Edward and the fact that he has the power known as the King's Evil, it is the power to heal.  Shakespeare included this as just one more way to please his king, James I, who also was said to have this power.
