The difference between this war and past wars was that the objectives of past wars, greater economic development, territory, etc., no longer applied.  The resources necessary for everyone to enjoy a relative level of posterity are available, so now war is something that serves the purpose of using up extra resources and maintaining the status quo which includes a wealthy and powerful elite.

The party worries that if they were to allow for resources to be distributed evenly, the proles would realize that there is no reason for a powerful and privileged elite because they would have leisure time and enough resources to contemplate things in a way they can't when they live in grinding poverty.
