Separate the terms into constants, x-terms, and y-terms.

10 / 15 = 2 / 3

When dividing variables, subtract the variables.

x^3 / x^6 = x^(3 - 6) = x^-3 = 1 / x^3

y^-2 / y^-3 = y^(-2 - -3) = y^1 = y / 1

Now multiply the terms.

2/3 * 1/x^3 * y/1

2y/3x^3

2y
------
3x^3
