    In Chapter 14 of The Hobbit, the dragon Smaug has burned much of Esgaroth before Bard was able to kill Smaug.  The people are upset because of the great amount of death and destruction caused by the fire-breathing dragon. The people of Esgaroth want to make Bard their king, but the Master redirects the crowd by reminding them that the Dwarves were responsible for disturbing Smaug and causing the destruction.  This way he gets the crowd to switch their concern from who will lead them to who to blame for their current problem.  The Master also suggests that Bard and those who want to follow him rebuild Dale and that Bard can rule there.  Bard suggests, that rather than work separately, they unite.  Because it will be expensive to rebuild what Smaug destroyed, the people decide they should have a share of the treasure Smaug had been hoarding and that the Dwarves now have.
