President Madison inherited a troubled foreign policy from Jefferson. America's economy had been unstable due to the naval blockades and impressment tactics by the British. Jefferson's Embargo Act backfired only adding to America's woes. A group of Congressmen known as the 'Warhawks' used the British naval tactics to pressure Madison to ask Congress for a declaration of war. They claimed that Britain broke the Treaty of Paris by inhibiting America's right to trade as an independent nation. As for its effectiveness that depends: the Treaty of Ghent acknowledged the war as a draw, but relations between the U.S. and Britain did improve.
