Globalization and the internet make life difficult for those who would keep reforms local. Lots of people who didn't know they were being repressed get a nasty shock when they finally get internet and find out loads of people are not, for instance, ritually killed for being albino. Moreover, the nature of a global market means that governments that tolerate non-reformed behaviors often find themselves on the receiving end of economic backlash from activist consumers.
