What is the Wye accord?

Officially called the Wye River Memorandum, the accord (formal agreement) outlined a land-for-peace settlement between Israel and Palestine. The document was signed on October 23, 1998, by Israeli prime minister Benjamin Netanyahu (1949– ) and Palestinian leader Yasser Arafat (1929– ) at Wye Mills, on the Wye River in Maryland, the site of the Middle East Summit. It was considered a breakthrough in the long sought-after but elusive solution to the Middle East conflict over lands in the West Bank and Gaza Strip. An agreement was finally reached after a twenty-one-hour bargaining session mediated by U.S. President William Clinton (1946– ). The Wye accord followed the Middle East Summit that had taken place in Oslo, Norway, in 1993. In Oslo, after months of talks, both sides agreed to an interim (temporary) framework of Palestinian autonomy (freedom from outside control) in the West Bank and Gaza Strip....
