This is a great discussion board question! Atwood is most likely being sarcastic, poking fun at the Canadian stereotypes that some people attribute to Canadians. The whole story is rather lighthearted (the overall message) and humorous, so one would think that she is simply poking fun at her own country (since she was from Canada).
