"Remember this is Canada," writes the narrator. What is Atwood saying about the Canadian identity?

Atwood is most likely being sarcastic, poking fun at the Canadian stereotypes that some people attribute to Canadians.  The whole story is rather lighthearted (the overall message) and humorous, so one would think that she is simply poking fun at her own country (since she was from Canada).  She also might be taking a shot at some Canadian authors who she feels write stereotypical "happy endings" to their stories.
