In Act I, scene v, the ghost has charged him with revenging Claudius, who killed him. This moves Hamlet to lay plans to do so. Specifically, he plans to pretend he is mad so he can investigate Claudius' guilt without interference. (He also swears the other men who saw the ghost to secrecy.) As for why, he learns the cause for his father's death, and is moved out of mourning to action as a way to show his love and duty.
