This is a quote from a love letter Hamlet wrote to Ophelia and Polonius is now reading to the king and queen.  Hamlet is saying that though Ophelia can doubt that the stars are made of fire, that the sun moves, or that truth can be lies, she should never doubt that he loves her.  In other words, she might doubt the things that are clear facts, but Hamlet loves her so much that she cannot doubt his love, no matter how much she might doubt anything else.  Hamlet isn't much of a poet, but he certainly seems to love Ophelia.
