Hamlet is a story of revenge-the need for Hamlet to avenge his father's murder. Yet, revenge in this play is not swift. Hamlet struggles with the concept -he is internalizing this struggle, so much so that most believe he has gone mad. Hamlet must be sure that the ghost is truthful before he takes his revenge. It is a struggle that keeps him inactive in his quest until the end of the play.
In our times, this would be thought of as premeditated, but when Hamlet finally acts, he is sure of what he must do.
