When Pip discusses the letter with Herbert, Herbert suggests they should hire Startop to row the boat along with Herbert instead of hiring someone they don't know. Originally, Pip was supposed to row the boat with Herbert, but his hands were burned saving Miss Havisham. Herbert feels Startop can be trusted, and they won't need to tell him anything except that it's of the utmost importance that Pip get Provis out of the country. A stranger might not be satisfied with such a story, so Startop seems to be the perfect person for the job.
