Part IV of the novel begins as Scarlett writes to Pittypat, once again, to explain why Melanie, she, and now Ashley, cannot return to Atlanta. Will enters her office to talk about the taxes which are being raised by the new Reconstructionist government since someone, possibly Mr. Hilton, wants to buy Tara and thinks he can do so at a sheriff’s sale if the new, much higher taxes cannot be paid.
