The Receiver holds the memories of what has happened in the past so that he can advise the committee of Elders. The Giver explains his role to Jonas, saying that he advises the committee "only when they are faced with something they have not experienced before. Then they call upon me to use the memories and advise them" (Chapter 13). This becomes very important later on in the book when it is explained what happened to the last Receiver in training, Rosemary.
