    The Council of Guardians summons Kira because they want to employ her skills with a needle and thread in order to repair the Singer’s cloak. At first, Kira is afraid to go to the council because she is worried that they have called her regarding her dispute with a neighbor following her mother’s death. Once she arrives, it becomes clear that the council will provide for Kira as long as she completes her task. As we follow Kira’s experience, however, the council begins to show its darker side in its exploitation of the exceptionally talented.
