When Capt. Beatty is talking to Montag in the first section of the book, he explains to him - and to the reader - why society is the way that it is. In this explanation, he says that groups of people were offended by literature. This made people unhappy, so more and more literature was drained of anything offensive to the point it all became bland and boring. Anything that was controversial was censored and ultimately removed. The government of Fahrenheit 451 felt that if people were kept happy, then they'd be easier to manipulate.
