General human capital is contrasted with forms of human capital, such as medical, legal or technical skills or qualifications, which are of value only in particular occupations. As general human capital improves the outside earnings opportunities of those who acquire it, employers have little incentive to provide the training necessary, which must be paid for by individuals, their families, charities or the state.
